New global tools from ITUC
The global union confederation ITUC has made new resources available online. A brochure for use around International Workers’ Memorial Day on 28 April is available in English, French and Spanish editions. The guide spells out the reasons behind the three pronged theme for this year’s global activities – strong laws, strong enforcement and strong unions. ITUC has also produced a ‘Supply Chain Resources Hub’ to support action to clean up supply chains, including links to reports and “international policy decisions through to solidarity actions to support workers who are trying to organise for decent pay, conditions and job security.”

International Workers’ Memorial Day is less than two weeks away, and is once again set to be the biggest event ever on the health and safety calendar. The union initiated 28 April event, which this year is aiming to build on the 70 plus countries that mark the event each year, will see protests, commemorations, work stoppages, workplace safety initiatives and a host of other activities. There’s still time to plan an event near you, if there is not one already, or to publicise and mark the day in your workplace. Many unions have produced their own 28 April toolboxes and posters. Australia: Renewing the call for safe workplaces in New South Wales
Since the beginning of this year, 22 Australians have been killed at work. Last year, 190 Australians were killed at work. The year before that, it was 187 workplace deaths. 28 April each year is International Workers’ Memorial Day — a day to remember all those workers who have been injured or killed at work and renew the call for safe workplaces.
Remembering those that have suffered and lost their lives, renew the fight for safer workplaces, adequate Workers Compensation
entitlement’s, care and support for the injured.

Canada: Day of Mourning – honour and remember lives lost
Across Canada, April 28 has been designated the Day of Mourning.
Every year workers, families, employers, and others come together at ceremonies held around the province to remember those who have lost their lives to work-related incidents or occupational disease, and re–new our commitment to creating safe workplaces.

Britain: Health and safety leaves your branch stronger
International Workers’ Memorial Day is the ‘perfect chance’ to reinvigorate union health and safety work – and possibly your union branch with it, the public sector union UNISON has said. Encouraging its safety reps to get active around the 28 April event, the union cites the example of its Pembrokeshire County branch, which used UNISON safety campaign materials to up the profile of the issue and in the process recruited 16 more health and safety reps, a new branch health and safety officer and saw safety reps planning more inspections and local health and safety training.

Every year more people are killed at work than in wars. Most don’t die of mystery ailments, or in tragic “accidents”. They die because an employer decided their safety just wasn’t that important a priority. Workers’ Memorial Day (WMD) commemorates those workers.
Workers’ Memorial Day is held on 28 April every year, all over the world workers and their representatives conduct events, demonstrations, vigils and a whole host of other activities to mark the day.
The day is also intended to serve as a rallying cry to “remember the dead, but fight for the living”.
In 2016 the theme for the day is “Strong Laws – Strong enforcement – Strong Unions” because across the world we are seeing growing attacks on health and safety protection, including in Britain where the Government have removed protection form millions of self-employed workers, and across Europe where the European Commission are pursuing a dangerous de-regulatory strategy. However strong laws are not enough if they are not going to be enforced. That is why we need proper inspections and enforcement action against those who break the laws. Here in the UK the number of inspections has fallen dramatically in the past five years, however in many other countries enforcement has always been non-existent. That is why we also need strong unions. Unionised workplaces are safer, yet the Government is trying to stop unions protecting the health and safety of their members by restricting the right of health and safety representatives to take time off to keep the workplace safer, and also trying to reduce our right to strike when things go wrong.

Au travail, la santé et la sécurité dépendent des lois fermes, de leur application stricte et des syndicats forts La raison pour laquelle ces concepts sont mis en évidence est claire pour ceux qui travaillent sur la santé et la sécurité au travail:
Des lois fermes parce partout dans le monde les travailleurs et travailleuses souffrent d’une protection légale insuffisante face à des risques potentiellement mortels pour leur santé et leur sécurité au travail, et là où la protection existe, elle est sous la menace de gouvernements qui cherchent à l’affaiblir. Il y a aussi des tendances qui se développent à vouloir «privatiser» la réglementation grâce à l’utilisation de normes de santé et de sécurité établies par des organismes privés tels que l’ISO.
Une application stricte parce que nous savons que, même si nous avons des lois de santé et de sécurité en place, ceux-ci sont de faible utilité si elles ne sont pas appliquées. Des nombreux pays soutiennent du bout des lèvres la législation, mais permettent aux employeurs d’ignorer leurs obligations et de mettre la santé et la sécurité de leurs employés en péril. La degradation des services d’inspection du travail fait partie de ces tendances inquiétantes.
Des syndicats forts parce qu’ils sont la meilleure protection pour les travailleurs. Les lieux de travail qui ont une forte représentation syndicale ont des taux beaucoup plus faibles de décès, d’accidents et des maladies que ceux qui ne les ont pas. Pourtant, des nombreux pays développent des lois antisyndicales, essayent de remplacer les syndicats avec des « associations de personnel » à la solde des employeurs ou d’introduire d’autres formes de «participation» comme moyen de garder les syndicats à distance.

Queridos compañeros, queridas compañeras Tenemos el placer de confirmar el tema que usaremos para la jornada del 28 de Abril, dia internacional de conmemoración de los trabajadores/as que han perdido su vida y/o salud en el trabajo:
“En el trabajo, tu salud y seguridad dependen de leyes firmes, su aplicación estricta y sindicatos fuertes”
La razón por la que decidimos destacar estos conceptos parecerá evidente a muchos de los que trabajamos en salud y seguridad en el trabajo:
Leyes firmes, porque millones de trabajadores y trabajadoras en todo el mundo carecen de una protección legal adecuada frente a riesgos potencialmente mortales para la salud o la seguridad en el trabajo, o cuando tienen protección, la misma está siendo amenazada por gobiernos decididos a debilitarla. También se están viendo tendencias a “privatizar” la regulación, por ejemplo a través del desarrollo de normas de salud y seguridad establecidas por organismos privados como la ISO.
Aplicación estricta porque sabemos que, incluso con leyes de salud y seguridad, las mismas no son de utilidad si no se hacen cumplir. Muchos países tienen hoy legislación, pero permiten que los empleadores ignoren sus obligaciones y pongan la salud y seguridad de sus trabajadores en riesgo. La degradación de los servicios de inspección del trabajo es parte de estas tendencias preocupantes.
Sindicatos fuertes porque son la mejor protección para los trabajadores. Los lugares de trabajo que tienen una fuerte representación sindical tienen tasas de mortalidad, lesiones y enfermedades mucho más bajas que las que no lo tienen. Sin embargo, muchos países están trayendo promoviendo leyes antisindicales, están tratando de reemplazar a los sindicatos con “asociaciones de personal” definidas a dedo por los empleadores o introduciendo otras formas de “participación” como una manera de mantener alejados a los sindicatos.
