Den dag d\u00e5 vi s\u00e4rskilt uppm\u00e4rksammar de som tyv\u00e4rr har f\u00e5tt s\u00e4tta livet till pga. sitt arbete.<\/p>\n<p>Inf\u00f6r \u00e5rets 28 april sl\u00e4pper ILO en ny global\u00a0<a title=\"https:\/\/www.ilo.org\/sites\/default\/files\/2026-04\/SafeDay%202026%20report%20%28embargo%29.pdf\" href=\"https:\/\/www.ilo.org\/sites\/default\/files\/2026-04\/SafeDay%202026%20report%20%28embargo%29.pdf\" data-auth=\"NotApplicable\" data-linkindex=\"1\">rapport om psykosocial arbetsmilj\u00f6<\/a>, eller som vi ben\u00e4mner det i Sverige: organisatorisk och social arbetsmilj\u00f6. Det \u00e4r tung l\u00e4sning, men inget som f\u00f6rv\u00e5nar, tyv\u00e4rr. Vi har l\u00e4nge diskuterat den \u00f6kade arbetsbelastningens konsekvenser;\u00a0<b>n\u00e4r strukturella risker tas f\u00f6r att n\u00e5 st\u00f6rsta m\u00f6jliga ekonomiska vinst, utan h\u00e4nsyn till arbetstagares h\u00e4lsa.<\/b>\u00a0N\u00e4r arbetstagare stressas av den h\u00f6ga arbetsbelastningen \u00e4r det inte individers \u201dstresshantering\u201d som \u00e4r problemet. Det \u00e4r ett\u00a0<b>systemfel<\/b>.<\/p>\n<p><a href=\"https:\/\/28april.org\/wp-content\/uploads\/2026\/04\/Screenshot-2026-04-28-095202.png\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-7973\" src=\"https:\/\/28april.org\/wp-content\/uploads\/2026\/04\/Screenshot-2026-04-28-095202.png\" alt=\"\" width=\"858\" height=\"610\" srcset=\"https:\/\/28april.org\/wp-content\/uploads\/2026\/04\/Screenshot-2026-04-28-095202.png 858w, https:\/\/28april.org\/wp-content\/uploads\/2026\/04\/Screenshot-2026-04-28-095202-300x213.png 300w, https:\/\/28april.org\/wp-content\/uploads\/2026\/04\/Screenshot-2026-04-28-095202-768x546.png 768w\" sizes=\"(max-width: 858px) 100vw, 858px\" \/><\/a><\/p>\n<p>ILO uppskattar i sin rapport att\u00a0<b>\u00f6ver 840\u202f000 m\u00e4nniskor d\u00f6r varje \u00e5r\u00a0<\/b>\u2013 fr\u00e4mst genom hj\u00e4rt\u2011k\u00e4rlsjukdomar och psykisk oh\u00e4lsa \u2013 till f\u00f6ljd av stress, oh\u00e4lsosam arbetsbelastning och stora brister i hur arbetet organiseras. N\u00e4stan\u00a0<b>45 miljoner friska levnads\u00e5r g\u00e5r f\u00f6rlorade varje \u00e5r<\/b>, och kostnaderna motsvarar\u00a0<b>1,37 procent av den globala BNP<\/b>. L\u00e5nga arbetsdagar \u00e4r en central riskfaktor \u2013 globalt arbetar\u00a0<b>35 procent av alla arbetstagare mer \u00e4n 48 timmar i veckan<\/b>. Arbetsrelaterat v\u00e5ld och trakasserier \u00e4r ett annat omr\u00e5de d\u00e4r omfattningen \u00e4r stor: n\u00e4stan\u00a0<b>var fj\u00e4rde arbetstagare globalt<\/b>\u00a0uppger att de utsatts f\u00f6r v\u00e5ld och trakasserier n\u00e5gon g\u00e5ng under sitt arbetsliv.<\/p>\n<p>\u00c4ven ITUC sl\u00e4pper en mycket matnyttig rapport, med globala exempel:\u00a0<a title=\"https:\/\/www.ituc-csi.org\/iwmd26\" href=\"https:\/\/www.ituc-csi.org\/iwmd26\" data-auth=\"NotApplicable\" data-linkindex=\"2\">Tackling psyhosocial risks at work<\/a>. Bland annat lyfts arbetsrelaterade suicid, med fruktansv\u00e4rda siffror p\u00e5 minst 70 000 per \u00e5r. \u00c5terigen, det h\u00e4r \u00e4r d\u00f6dsfall som alla har kunnat undvikas. Det handlar n\u00e4mligen inte om arbetstagares \u201dk\u00e4nslighet\u201d, bristande copingstrategier eller individuella tillkortakommanden. Det handlar om\u00a0<b>hur arbetet \u00e4r organiserat<\/b>,\u00a0<b>hur krav och resurser f\u00f6rdelas<\/b>\u00a0och om makt, dvs inflytande \u00f6ver arbetsvillkoren. M\u00f6jligheten f\u00f6r den enskilde arbetstagaren att p\u00e5verka sin arbetssituation varierar stort mellan olika l\u00e4nder, i takt med att brister i demokratiska r\u00e4ttigheter \u00f6kar och efterlevnaden av grundl\u00e4ggande m\u00e4nskliga r\u00e4ttigheter minskar, exempelvis r\u00e4tten att fritt organisera sig och f\u00f6rhandla om sina arbetsvillkor.<\/p>\n<p>Ur ett fackligt perspektiv \u00e4r slutsatsen sj\u00e4lvklar:\u00a0<b>psykosocial arbetsmilj\u00f6 \u00e4r en kollektiv fr\u00e5ga som kr\u00e4ver kollektiva l\u00f6sningar<\/b>\u00a0\u2013 via lagstiftning, tillsyn, inflytande fr\u00e5n arbetstagarrepresentanter s\u00e5som skyddsombud och genom f\u00f6rb\u00e4ttrade arbetsvillkor genom kollektivavtal. I Sverige har vi v\u00e5r OSA (<a title=\"https:\/\/www.av.se\/arbetsmiljoarbete-och-inspektioner\/publikationer\/foreskrifter\/afs-20232\/#2kap-organisatoriskochsocialarbetsmiljo\" href=\"https:\/\/www.av.se\/arbetsmiljoarbete-och-inspektioner\/publikationer\/foreskrifter\/afs-20232\/#2kap-organisatoriskochsocialarbetsmiljo\" data-auth=\"NotApplicable\" data-linkindex=\"3\">AFS 2023:2<\/a>), men globalt saknas det b\u00e5de skydd och inflytande f\u00f6r arbetstagare.<\/p>\n<p>Svensk arbetsmilj\u00f6statistik bekr\u00e4ftar bilden som ILO presenterar i sin rapport. Enligt Arbetsmilj\u00f6verkets senaste\u00a0<a title=\"https:\/\/www.av.se\/globalassets\/filer\/statistik\/arbetsmiljon-2024\/arbetsmiljon-2024-rapport.pdf\" href=\"https:\/\/www.av.se\/globalassets\/filer\/statistik\/arbetsmiljon-2024\/arbetsmiljon-2024-rapport.pdf\" data-auth=\"NotApplicable\" data-linkindex=\"4\">arbetsmilj\u00f6unders\u00f6kning<\/a>\u00a0uppger m\u00e5nga anst\u00e4llda att arbetet pr\u00e4glas av\u00a0<b>h\u00f6g arbetsbelastning, bristande m\u00f6jlighet till \u00e5terh\u00e4mtning och krav som inte st\u00e5r i proportion till resurserna<\/b>.<\/p>\n<p>S\u00e4rskilt utsatta \u00e4r kvinnodominerade yrken inom v\u00e5rd, skola och omsorg \u2013 d\u00e4r\u00a0<b>stressrelaterad psykisk oh\u00e4lsa \u00e4r den vanligaste orsaken till l\u00e5ngtidssjukskrivning<\/b>.\u00a0<a title=\"https:\/\/www.forsakringskassan.se\/download\/18.22814c2e194887717f99d\/1738569517962\/psykisk-ohalsa-i-dagens-arbetsliv-forsakringskassans-lagesrapport-2024-1.pdf\" href=\"https:\/\/www.forsakringskassan.se\/download\/18.22814c2e194887717f99d\/1738569517962\/psykisk-ohalsa-i-dagens-arbetsliv-forsakringskassans-lagesrapport-2024-1.pdf\" data-auth=\"NotApplicable\" data-linkindex=\"5\">F\u00f6rs\u00e4kringskassans data<\/a>\u00a0visar att kvinnor l\u00f6per mer \u00e4n\u00a0<b>dubbel risk<\/b>\u00a0j\u00e4mf\u00f6rt med m\u00e4n att sjukskrivas p\u00e5 grund av stressrelaterad psykisk oh\u00e4lsa. Det b\u00f6r f\u00f6rtydligas att det \u00e4r inte ett kvinnorelaterat problem, utan problemet ligger i att just kvinnodominerade yrken ofta drabbas av nedsk\u00e4rningar av personal, vilken i sin tur leder till alltf\u00f6r h\u00f6g arbetsbelastning. Ett exempel i att f\u00f6rs\u00f6ka motverka detta \u00e4r det som\u00a0<a title=\"https:\/\/www.kommunal.se\/nyhet\/nu-forhandlar-vi-i-hela-landet-mot-minutstyrning\" href=\"https:\/\/www.kommunal.se\/nyhet\/nu-forhandlar-vi-i-hela-landet-mot-minutstyrning\" data-auth=\"NotApplicable\" data-linkindex=\"6\">Kommunal<\/a>\u00a0nu k\u00e4mpar f\u00f6r, att ta bort minutstyrningen inom \u00e4ldreomsorgen. N\u00e5got som leder till b\u00e5de b\u00e4ttre arbetsmilj\u00f6 f\u00f6r de anst\u00e4llda och tryggare och s\u00e4krare omsorg f\u00f6r de \u00e4ldre.<\/p>\n<p><b>Fr\u00e5n individfokus till organisering av arbete<\/b><\/p>\n<p>En central po\u00e4ng i ILOs rapport \u00e4r behovet av att flytta fokus: fr\u00e5n att behandla psykisk oh\u00e4lsa som ett individuellt problem till att\u00a0<b>f\u00f6rebygga psykosociala risker d\u00e4r de uppst\u00e5r \u2013 i organiseringen av arbetet<\/b>.<\/p>\n<p><span lang=\"ES\">ILO delar in den psykosociala arbetsmilj\u00f6n i tre niv\u00e5er:<\/span><\/p>\n<ul type=\"disc\">\n<li>arbetets krav och inneh\u00e5ll<\/li>\n<li>hur arbetet leds och organiseras<\/li>\n<li>de \u00f6vergripande systemen: arbetstid, styrning, digitalisering och inflytande<\/li>\n<\/ul>\n<p>Dessa tre niv\u00e5er k\u00e4nns tydligt igen fr\u00e5n de grundl\u00e4ggande r\u00e4ttigheterna f\u00f6r en s\u00e4ker arbetsmilj\u00f6 globalt (konvention 155) och i v\u00e5ra OSA\u2011f\u00f6reskrifter. B\u00e5de ILOs rapport och den\u00a0<a title=\"https:\/\/www.av.se\/globalassets\/filer\/publikationer\/rapporter\/utvardering-foreskrifter-om-organisatorisk-och-social-arbetsmiljo-delrapport-1-2022-12-14.pdf\" href=\"https:\/\/www.av.se\/globalassets\/filer\/publikationer\/rapporter\/utvardering-foreskrifter-om-organisatorisk-och-social-arbetsmiljo-delrapport-1-2022-12-14.pdf\" data-auth=\"NotApplicable\" data-linkindex=\"7\">utv\u00e4rdering av OSA<\/a>\u00a0som genomf\u00f6rdes 2022 visar att\u00a0<b>implementeringen ofta brister<\/b>, b\u00e5de globalt och nationellt. Riskbed\u00f6mningar g\u00f6rs \u2013 men f\u00f6ljs inte alltid av faktiska f\u00f6r\u00e4ndringar i hur arbetet organiseras. \u00c4ven kontroll p\u00e5 att vidtagna \u00e5tg\u00e4rder faktiskt g\u00f6r skillnad saknas ofta.<\/p>\n<p><b>Social dialog \u2013 fortfarande en blind fl\u00e4ck<\/b><\/p>\n<p>Trots att psykisk oh\u00e4lsa, p g a arbetet \u00e4r en av de st\u00f6rsta arbetsmilj\u00f6riskerna, behandlas fr\u00e5gan fortfarande f\u00f6rv\u00e5nansv\u00e4rt styvmoderligt i m\u00e5nga sammanhang. ILO:s genomg\u00e5ng av\u00a0<b>338 gr\u00e4ns\u00f6verskridande kollektivavtal<\/b>\u00a0visar att\u00a0<b>endast 18 procent<\/b>\u00a0explicit tar upp psykosociala faktorer eller mental h\u00e4lsa inom arbetsmilj\u00f6arbetet.<\/p>\n<p>Det visar p\u00e5 hur stor bristen p\u00e5 kunskap om dessa fr\u00e5gor \u00e4r. Det beh\u00f6vs ett rej\u00e4lt kunskapslyft om hur man f\u00f6rebygger psykisk oh\u00e4lsa orsakat av arbetet, b\u00e5de globalt och nationellt. Fokuset beh\u00f6vs flyttas till arbetets organisering fr\u00e5n det som arbetsgivaren s\u00e5 ofta fokuserar p\u00e5: individens privata eventuella problem. V\u00e5r nu 10-\u00e5riga OSA-f\u00f6reskrift lyfter just kravet p\u00e5 kunskap i 4 \u00a7 (AFS 2023:2):<\/p>\n<p><i>\u00a0Arbetsgivaren ska se till att chefer och arbetsledare har kunskaper om hur man f\u00f6rebygger och hanterar oh\u00e4lsosam arbetsbelastning, och kr\u00e4nkande s\u00e4rbehandling.<\/i><\/p>\n<p><i>Arbetsgivaren ska se till att det finns f\u00f6ruts\u00e4ttningar att oms\u00e4tta dessa kunskaper i praktiken.<\/i><\/p>\n<p>Ur ett fackligt perspektiv \u00e4r v\u00e4gen fram\u00e5t tydlig:<\/p>\n<ul type=\"disc\">\n<li><b>St\u00e4rk tillsynen och efterlevnaden av OSA\u2011f\u00f6reskrifterna<\/b>\u00a0nationellt.<\/li>\n<li><b>Flytta fokus fr\u00e5n individ till organisation<\/b>\u00a0\u2013 arbetsgivare \u00e4r och ska h\u00e5llas \u00a0ansvariga f\u00f6r hur arbete organiseras.<\/li>\n<li><b>St\u00e4rk skyddsombudens mandat och resurser<\/b>\u00a0i fr\u00e5gor om organisatorisk och social arbetsmilj\u00f6.<\/li>\n<li><b>Integrera psykosociala risker tydligare i kollektivavtal<\/b>\u00a0och i det systematiska arbetsmilj\u00f6arbetet.<\/li>\n<li>P\u00e5 global niv\u00e5 beh\u00f6ver samverkan mellan arbetstagare och arbetsgivare st\u00e4rkas.<\/li>\n<\/ul>\n<p class=\"x_MsoNormal\">ILO:s budskap \u00e4r tydligt: psykosociala risker \u00e4r\u00a0<b>inte ett oundvikligt inslag i ett modernt arbetsliv<\/b>. De \u00e4r ett resultat av politiska val, f\u00f6retagsstrategier och maktf\u00f6rh\u00e5llanden \u2013 och kan d\u00e4rf\u00f6r f\u00f6r\u00e4ndras.
